On November 4th , 2008, Measure X passed overwhelmingly with a 70.84% vote in favor (7474 of 10550) with a 90.54% Voter turnout. The measure ( $35 per year per taxable parcel for the next 5 years) will go into effect in 2009 and the revenues will be incorporated in the district’s 2009/10 budget.

The District thanks all those who voted for the measure and supported its passage. Particular thanks go to Moe Ammar, Mark Cameron, Jane Durant Jones, Richard Stillwell, Stephen Covell, Jean Anton, Don Gasperson, Janice Hare and Don Mothershead – who submitted the ‘argument’ in favor of the measure, had quotes included in the flyer or read statements that were sent out to the voters – and the many others who lent their names to endorsing the measure

 
The Pacific Grove Unified School District sought a reauthorization of the current $35 parcel tax on the Nov. 4, 2008 ballot. The following information shows the specific ballot language, the argument that appeared in the voters handbook in favor of the measure and a listing of how the district has been using the Parcel tax over the first five years of its existence. BALLOT MEASURE
FULL TEXT OF MEASURE X

To preserve the educational quality of our schools in the face of Statewide budget cuts; to maintain programs including but not limited to science, math, music, and art; to maintain small class sizes, and library and computer lab staff; and enhance student safety and campus maintenance; shall Pacific Grove Unified School District levy a tax of $35 per parcel for 5 years so long as no money is used for administrative salaries, and a citizens’ oversight committee is established?

PARCEL TAX AUTHORIZATION

By approval of this proposition by at least two-thirds (2/3) of the registered voters voting on the proposition, the District will be authorized to levy a qualified special tax of $35 per parcel, subject to all the accountability requirements specified below.

ACCOUNTABILITY REQUIREMENTS

The provisions in this section are specifically included in this proposition in order that the voters and taxpayers in the District may be assured that their money will be spent wisely. As required by the laws of the State of California, the proceeds of the qualified special tax will be deposited into a special account established by the District and will be applied only to the specific purposes identified herein. The District has covenanted to file with its governing board each year a report stating the amount of the funds collected and expended and the status of any project authorized to be funded.

Argument in Favor of Measure X - Election of November 4, 2008 

Our schools are our community’s most important asset and should be our number one priority. From higher achieving students, to greater safety, to improved property values, a quality education makes a difference.

Pacific Grove’s schools offer an excellent, well-rounded education to our community's children: thoroughly grounded in the basics along with art, music, libraries and other exceptional programs.

But today this valuable community resource is at risk. In 2003, voters approved Measure A, a parcel tax used to assist with the funding of the programs currently in place but that is due to expire. Measure X is an extension of the existing parcel tax and will not raise property taxes. Without Measure X, many of these programs will need to be reduced or eliminated. It’s no secret that our State’s budget is facing a severe fiscal crisis. Unless we look to local support, there will be dramatic budget cuts that would threaten the quality of education for the children.

Measure X will help to:

  • Maintain and improve science, math, music, technology, athletic, and art programs
  • Maintain small class sizes at the elementary schools
  • Provide support staff, including library and computer lab staff
  • Enhance student safety and campus maintenance

By law, Measure X has taxpayer protections in place.

  • All spending will be annually audited and reviewed by an independent citizens’ oversight committee
  • All Measure X funds will stay in local schools to improve local school programs
  • Funds cannot be taken by state government or used for administrative salaries

Measure X deserves our support. It will not only maintain the quality of our schools, but also maintain the quality of our community and improve property values – and that’s something we can all support. . Please join us and VOTE YES ON MEASURE X!
