Measure X Parcel Tax Committee Meeting Minutes of November 16, 2009

1. Blakley called the meeting to order at 7:47pm.

2. Roll call found the following members present: Alan Cohen, Mark Cameron, Jennifer Jansen, Jean Ottmar, Joe Shammas, Henry Nigos, Carl Miller.
Absent: Sam Teel

3. Adoption of Agenda: Motion was made by Cohen, seconded by Ottmar to approve the agenda as presented.

Individuals desiring to address the committee: None

Election of Officers: Motion was made by Carl Miller, seconded by Henry Nigos to elect Mark Cameron as Chair. No further nominations were made. Motion passed 7-0.

Information/Discussion: Review of Parcel Tax Expenditures: Blakley reviewed the table contained within the agenda indicating that the first year of Parcel Tax expenditures are included within the currently adopted budget, but that a determination on future year expenditures would occur each year as the Board adopted its annual budget. The text of the original Parcel Tax ballot language along with the other materials that had been distributed at the time of that tax issue were reviewed and discussed by the committee - noting that the language was relatively broad in what could be expended. Detailed questions were asked about several items on the current list of expenditures with a request of follow-up detail. Items included the K-12 technology allocation and the music program.

Information/Discussion Action – Annual Audit: Chairman Cameron led a discussion in which it was determined that it did not appear to be appropriate to do a report for the current year since the year was not completed yet. The first report would then occur following the completion of the 2009/10 fiscal year.

Meeting Schedule: Chairman Cameron led a discussion in which it was noted that the next meeting would logically be held when a draft of the 2010/11 District budget was available with an indication of what the proposed expenditure of Parcel Tax funding was for that coming year. This would allow the committee to review that proposed expenditure plan and provide reaction to the school Board if they chose prior to final action. It was also indicated that at that time, documentation could be provided to identify how the 2009/10 expenditures were actually occurring. Member Ottmar indicated that she may visit the District Office to review financial records prior to that time. The meeting then would be anticipated to occur in March or April 2010.

Adjournment: The meeting was adjourned on a motion by Ottmar, seconded by Jansen at 8:05pm.
