Budget Information for PGAE Staff

The State of California is deciding how the new budget will affect Adult Education.

3/17/09
The state is fine-tuning the process for calculation our funds for 2008-09.
They calculated our percentage of the total CA Adult Ed funds (07-08) and plan to use that same number to give us a percentage of the available funds for 2008-09.
(The same percentage will be used through 2012-13.)

PGAE's percentage of the 07-08 block entitlement was 0.3054%.
The original state block entitlement for 08-09 was $772,560,000 and is now reduced to $653,744,000.
0.3054% of the new 08-09 block entitlement of $653,743,730 is $1,996,266.

We had estimated that a revenue limit reduction that would have given us $1,947,102; so we are getting almost $50K more than anticipated. ($49,164 more)


3/10/09
The Office of Adult Education (AEO, part of the CA Dept of Education) sent a letter () to districts saying:
• The Revenue Limit for 2008-09 will be cut 15.4%
     (RL is the dollar amount multiplied by our ADA to calculate our state funding)
• The Revenue Limit will be cut an additional 4.9% for 2009-10.
• The state will use the 07-08 ADA number for each Adult School to multiply by the RL to determine funding.
• AEO is working to recommend cutting the Cap (max. ADA) rather than the Revenue Limit.
It is unknown at this time if the reduction will come from the ADA Cap or Base Revenue Limit (stay tuned...)


2/25/09
The state superintendent of public instruction, Jack O'Connell sends a letter to the districts saying:
• There will be a 15% reduction across-the-board affecting most categorical programs such as Adult Ed. for 08-09
• Most categorical fundings will be consilidated and given to local education agencies which can direct the funding to "any educational purpose." [PGUSD has no current plans to change PGAE's funding]
• There will be a 4.9% reduction to categorical programs in 09-10.
