PGUSD & PGPD Safety Overview
Pacific Grove Unified School District and the Pacific Grove Police Department are committed to proactive safety measures, encouraging responsible riding behaviors across Pacific Grove roads and school zones.
Essential District & State Safety Guidelines
- Helmet Requirement (CVC §21212): Riders under 18 must wear a properly fitted and buckled helmet while riding bicycles, e-bikes, e-scooters, or skateboards.
- Traffic Laws: E-bike and bicycle riders must obey all stop signs, traffic signals, turn signals, and right-of-way laws just like motor vehicles.
- Passenger Restrictions: No passengers are permitted on e-bikes or scooters unless the device is factory-equipped with a permanently attached passenger seat and footrests.
- Sidewalk Riding: Do not ride on sidewalks where restricted by Pacific Grove city ordinance or in heavy pedestrian areas. Walk devices on campus grounds.
- No Distractions: Earbuds covering both ears and handheld cell phone use are strictly prohibited while riding.
- Night Visibility: Front white headlights and rear red reflectors or lights are required in low-visibility or nighttime hours.

State law categorizes e-bikes, e-scooters, and skateboards with specific age and speed restrictions:

Electric Scooters & Skateboards
- Electric Scooters (CVC §21235): Must be at least 16 years old and hold a valid driver's license or instruction permit. Maximum speed is 15 mph. Helmets required for riders under 18.
- Electric Skateboards (CVC §21292): Maximum speed 15 mph. Helmets are required for all riders regardless of age. Restricted to streets with speed limits under 35 mph unless in a bike lane.
4-Step Campus Registration
4-Step Campus E-Bike Permit & Registration
Under District policy, any student wishing to ride and park an e-bike on a PGUSD campus (PGHS / PGMS) must complete the 4-pillar partnership verification process:
1. Online E Bike Course
Complete the online safety course and retain your completion certificate for campus verification.
2. PGPD Station Visit
Student and parent/guardian visit the Pacific Grove Police Department for an in-person inspection with a Community Service Officer (CSO).
3. E-Bike & Safety Verification
The CSO documents the e-bike make, model, serial number, and classification (Class 1, 2, or 3), and collects the signed Parent/Student Oath.
4. District Permit Sticker
Bring the PGPD verification slip to the school main office to receive the official PGUSD E-Bike Permit Sticker for display on the frame.
